Mayor Jorge Elorza announced that Lieutenant Colonel (Ret.) Kevin Kugel will serve as Director of the Providence Emergency Management Agency (PEMA). Most recently, LTC (Ret.) Kugel was of Professor of Military Science at Providence College where he was chair of the department.
“LTC Kugel (Ret.) has an admirable and well respected history of service with the U.S. Army in addition to showing strong leadership in the classroom through his work at Providence College,” said Mayor Jorge Elorza. “Providence is lucky to have a tried and tested leader ready to prepare and serve the residents whenever PEMA is needed.”
Prior to his work at Providence College, LTC Kugel (Ret.) has held various positions within the United States Army. He was the Chief of Operational and Strategic Concepts for the Maneuver Support Center of Excellence where he oversaw the development of a plan to restructure the personnel, equipment, unit structure and mission for the entire U.S. Army Chemical Corps across Active Duty, Army Reserve and National Guard.
He was also an Executive Officer, Chemical, Biological, Radiological and Nuclear Defense Officer and the Commander of Chemical Company where he led a company during 12 months of combat operations in Iraq including HAZMAT response among other responsibilities.
