The City of Providence Department of Housing & Human Services shall seek to improve the lives and living conditions of the City’s low- and moderate-income residents. The Department shall support community-based strategies that build strong, vibrant, and stable neighborhoods, enhance opportunity and public health, and provide quality affordable housing throughout the City.
Housing and Community Development Division
The Housing and Community Development Division develops plans for the disbursement of federal community development funding to foster affordable housing, prevent homelessness, and deliver basic needs services, disburses funds to qualified projects, and monitors those projects for compliance with federal regulations and local goals and objectives.
Programs
Human Services Division
The Human Services Division serves as the coordinating body for the City’s health living policies and initiatives. The Division implements policy, environmental, and system changes to support community health in Providence’s neighborhoods. It empowers residents with education and resources to make positive, informed choices that support healthy behaviors. The Division focuses on closing the health gap through increased access to healthy food, physical activity, maternal health services, behavioral health supports, and other health-related programming. The Division continues to expand activities and approaches to reflect a broader understanding of behavioral health and now oversees significant programs and funding addressing the current opioid crisis and other emerging behavioral health issues.

The Fiscal Division manages all of the varied funding that flows through the Department and ensures a high degree of fiscal control and compliance.
Senior Services Division
The Senior Services Division enhances quality of life for senior residents in Providence through advocacy and specialized programming to encourage socialization and wellbeing.

NOTICE OF FUNDING AVAILABILITY
Application Period Extended to 3/8
The City of Providence is now accepting applications for Program Year 2026-2027 (7/1/2026 – 6/30/2027) Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons Living with AIDS (HOPWA) funding. Approximately $4.1 million in CDBG, $1,060,000 in HOME, and $1,480,000 in HOPWA is estimated to be available for this round, subject to federal appropriations and receipt of U.S. Department of Housing and Urban Development (HUD) funding agreements for FFY2026.
All applications for Affordable Housing, HOPWA, Public Facilities, Economic Development, and Public Service grants under these programs must be received by the City of Providence through its online grants management system (https://grants.providenceri.com) by 11:59 PM on March 8, 2026.
Submitted applications will be evaluated based on the criteria described in the Notice of Funding Availability.
Potential applicants wishing to learn more about applying for CDBG and the other HUD funding opportunities are invited to join an Information Session & Public Hearing on February 13, 2026 from 10am-12pm on Zoom (Information Session & Public Hearing – 2/13/26 View Video). Session will include an overview of the funding opportunity and application process and provide opportunity for question/answer and public comment on proposed goals and objectives.
