Created by state law (PL 1981 Chapter 332 and amended by PL 1983 Chapter 167 and by PL 1994 Chapter 19) and by Chapter 24 of the City Code of Ordinances, the commission was charged to adopt, implement and administer a plan of development for the Capital Center Special Development District.
The General Assembly and the Providence City Council passed legislation dissolving the Capital Center Special Development District and the Capital Center Commission, effective June 25, 2025.

All exterior work, new construction, and demolition proposed for properties in the former Capital Center Special Development District are now subject to the Downtown District Development Plan Review (DD-DPR) process.
